Flybe is a British airline. Even though Flybe is not a EU airline, you are still protected on its flights. To put it simply, you are protected under the UK law, the Regulation UK261, to be specific. This regulation is a set of rules on compensation and assistance to passengers in case of flight delay, cancellation or in the event of denied boarding. It is very similar to the EU regulation, EC No 261/2004.
So, all the above mentioned rules apply to all Flybe delays and cancellations.

1.1 Extraordinary Circumstances
There are situations when you aren’t eligible for compensation.
Flights delayed due to “extraordinary circumstances” are not eligible to compensation.
If your flight is delayed due to bad weather, nationwide strike, natural disaster, terrorism threat or other security issues at the airport, you can’t get compensation. All of these events are outside of the airline’s control — they are “extraordinary circumstances”. And the airline can’t be responsible for these events. Hence, you won’t get Flybe flight delay compensation.
One more thing to remember is that not always airlines are telling the real reason for delay. That’s why when in doubt, double check what you’re told.
To avoid paying compensation, airlines don’t tell the real reason of delay. For example, if a flight was delayed due to technical issues with the aircraft, the airline might say that it was delayed because of “extraordinary circumstances”. What really matters is the time of arrival to your destination.
Especially if you have a connecting flight. Only arrival time at your final destination matters. Not arrival time of each of the flight legs.
Flight delay time is calculated based on the actual time of arrival to your destination, specifically, when the doors of the airplane are opened. If the flight is delayed overnight, you should be offered accommodation and transportation from and to the airport as well. In Europe all passengers are eligible for this type of care from the airline.

2.1 How Long Does It Take?
No matter how you proceed, it isn’t a short process.

There’s one exception. When the flight distance is 3500+ kilometres and you reach your destination 3 to 4 hours later than planned, you are entitled only to 50% of the compensation amount (that means €300, not €600).
3.1 Flybe Voucher Refund or Cash?
You might be offered a voucher or coupon instead of compensation.
Majority of airlines were offering coupons during the COVID crisis.
But do you have to accept Flybe voucher compensation? No, unless you want to. According to the European laws, compensation must be paid in cash or by bank transfer. You don’t have to accept any vouchers.
4. Flybe and Regulation UK261
Flybe is a British airline.
Passengers flying with British airlines are protected under the UK law. Under the Regulation UK 261, to be more specific. This regulation states that you are entitled to compensation not only when flying to or from the EU, but also to and from the UK. In some cases, the regulation also covers non EU/UK airlines.
This regulation has been introduced after Brexit. It is similar to the EU Regulation 261/2004, and it states that in certain situations you are entitled to compensation just like you would in the EU.
The only real difference is that you will be paid in Pounds Sterling.

Can I get compensation if my flight ticket was very cheap?

The price of the ticket doesn’t matter. Because you are compensated for the inconvenience. If you are entitled to €600 compensation, you will get €600, even if your ticket was very cheap. It doesn’t matter, if the ticket cost €5, €50 or €500. If you are entitled to compensation, you can get it.
Can I claim compensation even if I don’t have travel insurance?
Yes, absolutely.
According to the Regulation EC 261/2004 (and Regulation UK261), you can claim compensation even if you don’t have insurance.
You don’t have to provide insurance papers when claiming compensation.
Can my kid/baby get compensation from Flybe?
Yes.
The age of the passenger doesn’t matter. Kids and babies can get compensation, too. Even infants with a special infant ticket. If you are entitled to compensation, your child/baby will be too. Your child/baby will get the same amount as you.
